2-2 Promotion of Non-Tenured OOIs and OORs at Advanced Ranks

Policy

Each CUIMC school’s COAP meets on a regular basis to review new appointments and promotions for non-tenured faculty to the rank of Associate Professor or Professor, as well as to the research titles of Research Scientist or Senior Research Scientist. If a promotion is approved by the COAP, the transaction is processed by OFA.

Requirements – for CDM, SON and Mailman only

Department submits the following:

  • Letter from chair to Dean nominating the officer for promotion and including the title, start date, and track selection (investigator, applied healthcare or public health science, educational leadership/scholarship)
  • Officer’s CV in COAP format
  • School COAP approval letter and report
  • A PAF reflecting action/reason codes DTA/CNW

Workflow – for CDM, SON and Mailman only

  • The OFA Representative reviews the submission for completeness and accuracy.
  • OFA approves and submits the PAF and supporting documentation to CUIMC Payroll for further processing.

Requirements – for VP&S only – Part 1, FOM COAP review

Department submits the complete dossier as soon as it is available and following the Faculty of Medicine COAP Checklist:

  • Letter from chair to Dean nominating the officer for promotion and including the title, start date, and track selection (investigator, applied healthcare or public health science, educational leadership/scholarship)
  • Signed Memorandum of Agreement (for joint or interdisciplinary appointments – see 1-6 Joint/Interdisciplinary Appointment)
  • Officer’s CV in COAP format
  • Candidate’s statement of research, teaching, and service activities
  • Teaching evaluations (if applicable)
  • List of referees
  • Copy of letter to referees
  • Letters of Evaluation
  • One copy of five papers judged by the candidate and the department to be the most noteworthy contributions to the literature

Workflow – for VP&S only – Part 1, FOM COAP review

  • The OFA Representative reviews the dossier, completes the Faculty of Medicine COAP Checklist, prepares the agenda, and schedules the department chair to present the candidate to the FOM COAP.
  • Once a date is confirmed, the OFA Representative forwards the agenda to the FOM COAP members and uploads the dossier to CourseWorks for their review.
  • The OFA Representative sends reminder notices to the chair and/or designee regarding the presentation(s).
  • The chair and/or designee presents the candidate to the committee for about 10 minutes. The chair describes the candidate’s qualifications, reason(s) for the appointment or promotion, and what makes the candidate special, and references any future plans the department may have for the candidate. The members of the committee may ask questions and comment.
  • When the chair has completed the brief presentation and leaves, the committee votes.
  • The OFA Representative forwards the recommendation of the committee to the department within two weeks.

Requirements – for VP&S only – Part 2, once approved by FOM COAP

Department submits the following documents:

  • PAF with the effective date of promotion and reflecting action/reason codes DTA/CNW and DTA/Complete University Title
  • FOM COAP approval letter

Workflow – for VP&S only – Part 2, once approved by FOM COAP

  • The OFA Representative reviews the PAF for completeness and accuracy.
  • OFA approves and submits the PAF, COAP approval letter, and other supporting documentation to CUIMC Payroll.
